WASHINGTON (AP) — House Speaker Mike Johnson’s margin for error in getting Republican priorities through the House is getting slimmer, complicating future votes and magnifying the ability of individual lawmakers to force concessions. This group’s loyalty to the former president was arguably displayed most prominently during the Jan. 6 investigations. Its members not only diminished the events of that day but have been steadfast in promoting the debunked narrative that the 2020 election was stolen from the former president. This might not be the biggest wing, but it’s definitely the loudest — and wields a lot of power given the GOP’s narrow House majority.

I would put most Republicans in prominent leadership positions (regardless of whether they’re in the House or Senate) in this group. While they do adhere to some tenets of Trumpism — like admonishing the “fake news” media, at least in Stefanik’s case — they simultaneously need to be seen as having the best interests of the GOP’s ideologically diverse caucus at heart. You likely won’t see these members attacking the former president like more moderate Republicans, or driving a wedge within the caucus like the pro-Trump insurgent wing does. But it’s clear that these members still espouse some type of loyalty to Trump, as they’ve been known to broker deals for him — or on his behalf.
The university closed its campus Wednesday evening as LAPD began arresting demonstrators. At one point during the demonstrations, tensions escalated as protesters refused to relocate and remove their tents and other prohibited items, a university official said. "The university is a private campus and the group had been violating some of their orders. It was a trespass at that point and we assisted with the arrests," Los Angeles Police Captain Kelly Muniz said during a briefing. Now Reps. Marjorie Taylor Greene (R-Ga.), Paul Gosar (R-Ariz.) and Thomas Massie (R-Ky,) want to oust Johnson for his “betrayal” — not of the caucus, country or Congress but of the tiny fringe faction that thinks it should call the shots. One faction, comprising an overwhelming majority of the House GOP caucus, is interested in accomplishing the possible. The other is more interested in aiming for the impossible and then complaining about falling short.
Prior to that, the last Republican speaker had been Nicholas Longworth of Ohio, who died in 1931. Technically, he died as speaker, but his party lost its majority before the next Congress convened and elected a Democrat to the job. Prior to the GOP's 40-year sentence as the minority party, several of its speakers had risen to the top rung largely on their personal popularity among their colleagues. One was Joseph Martin of Massachusetts, who led the party in the House during two brief interludes of majority status after World War II. Both lasted only the minimum two years, the first ending with Democratic Harry S. Truman's surprise White House win in 1948.

The GOP is now projected to win between 218 and 223 seats, a narrow majority. Only by continuing this unorthodox bipartisanship will the House be able to, for example, fund the government for the fiscal year starting Oct. 1 and avoid a pre-election shutdown. But it likely won’t persist after the election because either the more unified Democrats will win a majority, or more hard-line Republicans will be elected — and perhaps Trump, too — and the party will revert to obstructionist form.
But what I think differentiates these members from, say, the pro-Trump insurgent (more on them below) is that Tea party conservatives are more clearly motivated by ideology — e.g., supporting less government spending — than by grievance. One difficulty I ran into in writing about this group, though, was in pinpointing where its loyalties really lie. Politicians often take their cues from leadership in their own party, and if Trump were no longer in the picture, it’s unclear where members of this faction would swing. Part of getting to a position of leadership in the first place is moderating your views so that a larger swath of members think you’ll prioritize their interests. In practice, that could mean pushing a fairly traditional Republican agenda, like cutting taxes or entitlements, without wading too much into the culture wars that have animated the furthest right House members.
Democrats put up a big vote — 174 — in favor of this bill, which was intended to sweeten the overall package for conservatives. The plan, laid out in a rule that passed on Friday, was concocted to capitalize on the pools of support for each part of the $95 billion package, while preventing opposition to any one piece from taking down all of them. They make that case on television, on social media and in floor speeches.
